Neighbor has mounted spy camera aimed at my yard, legal?

Is it legal in California for a jerky neighbor to mount a spy camera on his house (it’s a small version of the hanging globe kind that you see on a lot of industrial buildings) about 10 feet from the property line? If not, who would I contact? Police? City Hall? Or would I have to go hire an attorney? BTW: I know what I’m looking at. My husband uses these same ones, only larger, on his industrial building for night time security and scanning!
I can’t deter his view because he has a really tall 2 story house and I have single story. He mounted the Honeywell spy globes just under his eaves so they look right down on my yard.

    Determine the areas of coverage on your side. Can you devise a blocking device? Maybe a pole with a spread out tarp? If he has the ‘right’ to mount a camera, you have the ‘right’ to erect a block !
