Is it legal that your landlord gives your neighbors free rent to spy (buys them cameras and scanners)?

A state housing authority gave one of our neighbors free rent, security cameras, and scanners to spy on all the tenants in our complex. We have the Administrator of the property on tape admitting to it.
They are using the scanners to listen in on cordless phone conversations, which is in fact a violation of FCC regulation
They aren’t really helping manage. They pick who they want to get kicked out and start trouble with them so they can catch people mouthing off to them on camera

    It seems untrue, but there isn’t any reason it would be illegal, unless they wanted them to film inside other peoples homes.

    This would be illegal in NV though, I know there that you have to have a special license to monitor and report the activities of others. I think this would fall under that law. No other state has similar laws.
